The population of Bali is approximately 4 million more, with the majority of 84.5% practicing Hinduism. Other religions are Buddhism (0.5%), Islam (13.3%), Protestantism and Catholicism (1.7%). First. Circumcision is part of the fitrah, namely the sunnah taught by the Prophets 'alaihimus salam.

Second. Circumcision is a religious teaching of Prophet Ibrahim 'alaihis salam. It was narrated from a friend of Abu Hurairah radhiyallahu 'anhu that the Prophet sallallaahu 'alaihi wa sallam said:

اهِيْمُ لِيْلُ الرَّحْمَنِ اَ لَيْهِ انُوْنَ

"Prophet Ibrahim Khalilur Rahman circumcised after the age of eighty years" (H.R Bukhari 6298 and Muslim 370).

Circumcision is the teaching of Prophet Ibrahim 'alahis salam, whereas Allah ta'ala ordered to follow the teachings of Abraham's religion in His words:

ا لَيْكَ اتَّبِعْ لَّةَ اهِيمَ اً ا انَ الْمُشْرِكِينَ

"Then We revealed to you (Muhammad): "Follow the religion of Abraham, a Hanif" and he is not one of those who associate partners with Allah." (An Nahl :123)

Third. The Prophet sallallaahu 'alaihi wa sallam ordered someone who converted to Islam to be circumcised. He sallallaahu 'alaihi wa sallam said to someone who converted to Islam:

لْقِ الْكُفْرِ اخْتَتِنْ

"Take away from you the hair of kufr and circumcision." (H.R Abu Dawud 356, quoted by Shaykh Al Albani in Al Irwa' 79)

The law of origin of an order indicates that it is obligatory, so the command to circumcise in the above hadith is obligatory.

Muslims in Bali are a minority. For medical needs related to circumcision / circumcision requires a competent medical practitioner, because circumcision is an obligation in religion.
